Frank used to be a member of OXO, a band from the '80s whose one hit wonder scored with the song "Whirly Girl". Cindy was the ultimate groupie who married Frank and thought life would be glamorous and award shows, but it's not how it turned out.。中国西北某个小山村里，村妇秋菊（巩俐）的丈夫王庆来（刘佩琦）在与村长争执时被对方踢伤下体无法再干农活，只能整日躺在床上，对此村长没表一态。秋菊气不过，找村长理论不得对方理会，为讨一口气，她一纸诉状将村长告到了乡政府。乡政府李公安耐心调解一番后，村长答应赔偿秋菊家的经济损失，却是把钞票直接扔在地上拒不道歉。 村长的举动虽蛮横无理，众人还是觉得事情可以就此划上句号，唯独秋菊被激怒，立誓要讨个说法，于是她挺着个大肚子和妹妹来到县城，开始了漫漫告状路。。
