In lieu of a jail sentence, Alaska is ordered to do community s...。正直勇武的德力格尔（王心刚 饰）退伍后回到故乡内蒙古的银河村。上级领导引荐他认识了巴书记，并委派他担任银河村的村长。目前该村的中心工作是“敖特尔”（放牧），解放后牧民的生活得到改善，牲畜增多，但是牧场相应短缺，河东河西经常因为牧场而发生矛盾。德力格尔认真听取群众的要求，计划将现有的银河引向古道，以解决水源缺乏的问题。经过一番努力，他的建议得到批准，随后改道的得以推进。然而这份工作充满了艰难险阻，除了要与各种自然困难作斗争外，还要想方设法将怀着各种想法和目的的同志们凝结在一起。 德力格尔咬紧牙关，毫不气馁，带领着牧民向新生活进发……。
